I JUST REMEMBERED HOW I HAD ADDED ARROWS TO MY PHOTOS

I right click my picture and it highlights it, then I left click the picture and in the drop down menu, near the bottom, it say 'EDIT WITH PAINT' and that brings the picture up inside the program.
Then at the top of screen it has arrows pointing in four directions, just click the one that is pointing the way you want and put your cursor on that arrow and right click it then move the cursor to the area you want it to point to and hold down the right mouse button, when you have it where you want it point you can make the arrow long or wide or big or small, by dragging the cursor one direction or the other way.
You will see the different shape of the arrow as you drag it.

    It was my very lucky find on the internet a long time ago.
