1964 Proof 1C - CAM Designation

This one was recently sent in and didn't get a CAM designation. Could anyone point out why? I want to get better at these so I know what to send in and what not to. Thanks

    Both sides need to be cam, looks like only the reverse has any frost.

    one could hem and haw about the bust showing signs or not, but the lettering is completely devoid of frost

    It’s extremely difficult if not impossible to grade proof coins from a photo.

    PCGS and TPG's are extremely inconsistent when grading proofs, and deciding whether to award the CAM or DCAM designation, or none at all. It really comes down to best judgement.

    Regardless of opinions on that issue, the posted coin simply doesn’t appear to have enough frost/contrast to merit the Cameo designation.

    I believe the issue is the depth of the mirrors. At PCGS you have to have frost - and deep mirrors. The place I look for frost on the reverse is between the columns - the OP's looks solid. Obverse hard to tell. The mirrors on the OP's have a sandblasted appearance. That would hold the coin back from a cameo designation.

    The coin that bigmountainlion posted fits my expectation for a cameo. Frost between the pillars on the reverse is medium (not strong) and the mirrors are there but not super deep.
