The lines on Libert's neck are too wide and are not in a location (going from the rim to the center of the coin) that I believe you would ever see. If there are marks, from what I can see in the photos, I believe they might be on the first photo going from the rim to the bottom of Liberty's cap. Or possibly on the second photo going from the L to Liberty's forehead.
Those marks would be closer to what you would expect from the width of the marks and their location on the coin.

Wheel mark area is outlined below. The stronger raised lines on the neck are due to die polish.
Wheel marks can be difficult to see. NGC has a good article on them, explaining what they are, how they appear on a coin, and how to find/see them.

I’ll stab at this—scuff starts south of the stem of the Y, rubs over the bases of the Y and the T.

On the obverse in the middle of the hair, directly to the right of the eye.
