Would the hair style on this 80% off-centered Nickel offer a better date range than PCGS provides?

PCGS states 1938- 2003:

Doesn't this hair style prevent this one from being dated in the 30s or 40's or 50s?

    With the obverse & reverse detail visible, you can narrow it down to at least 1994-2003.

    Definitely looks like the 1990s onward

    When I saw that I thought it was 96+ since the hair details were enhanced in 1996.

    @Aspie_Rocco has my thoughts, post 1996 but probably 2001-2003 just from the look of the luster in the slab shot.
