Probably got cracked out when Lance charged with doping.
It appears like it’s supposed to be the number on the back of the holder but yours is inactive.

Called PCGS to ask today but after 2 hours on hold I disconnected the call.
Next time you call, you may want to select the request call back option. I did today and got a call back in 2.5 hours and my question was resolved in 5 minutes.

I recall pops for 2005 being 13 all the way until 2018?
This works for the 1999 coin in the set (#72673992), but not for the 2005 one (#73780314).
There are two of these currently for sale on eBay (i.e., label numbers 10430274 and 10430330). Just like the OP's coin, these two label numbers fail to verify.
Assuming the eBay items are authentic, it appears that it might not always be possible to verify the 2005 label with the number printed on the label.
PCGS just called and they are looking into why the certs are not pulling up in their system. Thanks to whomever asked them to call.
