That's a nice coin! If you want to keep it in the original packaging, NGC is probably the way to go, as it does not cost extra from what I can tell. PCGS does offer a service to encapsulate the GSA case for an extra $20. I believe PCGS can also do a normal holder with "GSA" on the label but I am not sure if that has an extra fee.

You can send to Great Collections and ask them to have NGC grade it. Then auction it off.
Call their office to confirm they will still do this before you ship out to them.

Based on you pics I'd say it's a 63PL. Reverse looks DMPL but the obverse top seems to lack the contrast. But, it might just be your pics.
I'd throw it up on the forum here or ebay. Good pics and don't bother with grading. Common GSA dollar but the contrasting will bring better money. Grading fees are as much as ebay fees and on our Buy/Sell/Trade forum there are no fees. You set the price.

i'll add - it should not be encapsulated in pcgs plastic where the only thing you see is "GSA" on the tiny label
