The BIN is at $45.99 and the shipping is a reasonable $11.50 considering the seller is shipping it all the way from China

Do you think it’s 1) counterfeit; 2) genuine and his, but not worth the price or 3) genuine but it’s not his and he won’t ship it?

Me personally, I wouldn't buy a thing from China. Place is a hotbed of fakes, counterfeits, scams, they've got entire industries devoted to cranking out fake coins, and they are getting better and better at it.
Looking at the listing, the seller has multiple quantities of this item listed for sale. The coin imaged is genuine, but if ordered I would expect you to receive a different coin that is likely a cheap fake. The seller has a 50% positive feedback rating and their other current active listings are cough not coins.
Yeah, plenty NOT to like... seller with <50% positive feedback from China charging over $10 to ship a harshly cleaned, scratched, and damaged coin... if that's even the "coin" you get!
...I'd wager you actually receive a stamped replica of a 3CS painted silver.
