While it’s possible it would cost way more than it’s worth. You can just buy a problem free one pretty reasonably.
Why bother, the cost would be prohibitive vs the value of the coin.

No, and it is not worth it.
I'm not certain why one would want to spend perhaps $50 or more to "save" a common coin worth a few cents, but if the question were can PCGS save a similar coin with similar surface issues then I'd suggest they could reduce the size of the spot while not being able to reduce the underlying damage.

As previously stated, unless this coin has sentimental value, then no, plus you can buy an uncirculated 1962 Lincoln for a couple of $.
