If it’s not a pre-1965 silver quarter planchet, there’s no reason for it to look “silver”
Based on your photo, it doesn’t look like a US planchet, and it would be helpful if you would take a picture of it next to a US quarter so we can compare. A photo of the edge would also be helpful.
And, just as important would be the weight in grams or grains.

Who said it is a blank planchet? What is the diameter and weight? It looks like it could be one of those electrical box things you can pop out.
