Is this off-center dime post mint damage?

I am trying to wrap my head around how I can seed reeds on this dime. Somewhere I have a dime mint die that makes the reeds and the coin has to be inside it to get them. So is this coin made from a struck dime hitting the edge of a planchet? How can I tell it is not a hammer job? Now I also am wondering about the double off-center cents that look like mickey mouse ears. How can you confirm they were mint made?

    Yeah, that's not PMD. It's a genuine Mint error. It's not worth the fees of grading because it's very minor but Legit

    Sometimes the die can strike the collar in a way that transfers reeding marks onto the die. See "collar clash".

    Sometimes an off-center strike will get jammed against the collar and transfer reeding to the planchet. After all, the collar is still there. The planchet is what's off-center, not the rest of the die press.

    With only the pictures to go by, even my best guess between those would be pretty bad. With the coin to look at in hand... My best guess would probably still be pretty bad.

    Bottom line is that the exact details don't matter a whole lot. Errors happen.
