i guess this indicates you don't read the us coin forum as much as i. there are quie a number of "report counterfeit on ebay" threads.
I've done the "supporting info" provided by marked up comparison images thing... spelled it out... waste of time
so far the only thing that works a good bit is "mass reporting" ...
create a totally new thread for each listing
be sure to include the words "report" "ebay" counterfeit" and then as much info on why in the title
put the trimmed link in the op - https://www.ebay.com/itm/297048799727
describe how you know it's a counterfeit - an exhaustive list is not required
pick a couple of large sized photos from the listing and stick them last
we'll be all over it. it doesn't always work, but it's the best we've got

That's actually about the only thing you CAN do that has any teeth. Report fraudulent certificate #s to our hosts. They then flag the coin in their database and if somebody tries to verify it, they see the flag.
But yeah, fleaBay don't care - they earn money from FVF not taking down listings.

Actually ebay should still charge full fees to offending seller including the final sale fee so that offending seller will think twice about trying to list countefeit coins again. Ebay did perform their service.

As one who had successfully reported 100's of listings a month including several from this seller I have now given up.
I have started to notice this though; the cert number no longer exists in the PCGS system (assuming it ever did...):
The 91 cc he sold recently looks real but cleaned to heck and back, the 16-d dime however is not real
