Do broken Double Mint Sets have any value?

I have half of a 1948-S Double Mint Set comprising of the 1c, 5c, 10c, and 25c in a old Whitman plastic holder. No 50c was minted that year.

I would say so.... especially if the remaining coins are original and with some eye appeal.
But it is no longer a double mint set. No buyer should even think of it that way. It is quite possible that some or all of the coins were never in a Mint set. [Even when in the original cardboard holder. ]
The coins have whatever value they have based on the coin itself with essentially zero value traceable to the Mint set.

Do they “have any value”? Yes, of course. 😉
But as @jmlanzaf posted, no value beyond that of the individual coins.
