Did not come from the Mint that way for sure. Damaged by all means not even worth asking about.

Not an error, not a die cap. Definitely a dryer coin.
Thick rims + smaller diameter = dryer coin.
Just a damaged cent with no premium.
For your information, this is what a struck through die cap looks like.

One of the most vocal defenders of this being an error posted a page from a section on errors asking what was so hard to believe about this being an error. He showed his die cap which I had silent doubts about.

The "vocal defender" needs to do some more studying.
A die cap does not reduce the diameter, a dryer coin does hence the thick rims.
To check, just put it over a regular cent. If the diameter is smaller, it is a dryer coin.
Cull, damaged.
how about improperly spooned
