Help on a 1999-P Delaware state quarter - Is this a die clash?

I found this quarter in a roll. I think you can see the feather-like "devices" coming out of the horse's belly in the picture below. Is this a die clash? If so, are these "feathers" Washington's hair? Or is it a die gouge? Die scratch? Other? Thank you in advance for sharing your knowledge.

If we were all the same, the world would be an incredibly boring place.
