Spooky, how does the weight fluctuate?
Buy an inexpensive scale that measures to the nearest .1g and I think that you could see such a "fluctuation" somewhat randomly.
It really is only a little below the spec range for 1944 of 3.110 g +/- 0.130 g (so lower uncirculated weight within spec 2.98 g)
And why it's light, who knows without photos, wear, thin planchet or 5 minutes in nitric acid.
