An 1853/4 quarter?

Hello, is this an 1853/4 quarter?



I cannot see any part of the 4 on the examples in the PCGS website or any on the examples that are on ebay at the current time.
Are there any die markers I should look for?. I do not have the cherrypickers guide with the seated quarters. Any help would be greatly appreciated. Thanks in advance for any comments, help or informative photos. Bob

    Does not appear to be. Aside from the underlying 4 the right arrow would also have a noticeable re-punch.
