Because modern bullion mint products tend to be either 69 or 70. If a single imperfection is hard to see in the photo, then someone could give it a 70 when it's actually a 69. Likewise, if a tiny imperfection on the slab looks like it's on the coin, then someone could give it a 69 when it's actually a 70.

I guess this was a little harder than I imagined trying to guess the grade correct for 3 coins from one image each. At first I thought only 2 coins would be too easy but as it turns out nobody got the 28 correct so I never needed what I thought was the wild card, the 74. Or maybe the 28 is in need of an upgrade who knows.
Nonetheless, we did have 3 lucky contestants get 2 of 3 correct. @joeykoins@erwindoc@jp84 all managed 65+ & 70 for the Ike and the First Strike Peace dollar. I put all three names together, gave it a good shake and picked this one by chance.

With regards to the 1928 Peace Dollar, do not crack it out. It is either silently netgraded for an issue not apparent in the images or it is crazily undergraded. It may be worth an economy cross over submission at some point if you have other coins to go with it.
