Need help identifying autograph

Hi I'm new here. For longest time I didn't know where to go to identify my nfl football autograph. I got this from an apartment eviction which was held for 30 days without claim.

    Apparently dates from 1989 to 2006 due to the commissioner's name on the ball. Try looking up players who wore #88 from the city in your area for that period.

    Are official footballs really made in China? :/

    (That presumably dates the ball toward the later part of the date range).
