Not an error. Dies chattered when coin was struck is all. Mechanical, machine or sometimes called shelf doubling.

Machine doubling. It is a rather common occurrence.

I would reference you to the Cherrypickers Guide to rare die varieties. They have a very nice section at the back of the book that shows how to differentiate between machine doubling and actual doubling.
