Spoon or dryer or different planchet?

I have a 2022p quarter that weighs 5.11gms and has a diameter of 23.2mm
For reference:
-quarter should be 5.67 gms and 24.26mm diameter
-nickel should be 4.95 gms (weight of 2023p) and 21.2mm diameter
I say it’s a dryer coin.
Someone else says it is stamped on a nickel planchet.
Who is right?

If that's the case, where did the copper come from? And why is the rim rolled up to consume part of the details around the circumference?

("Dryer coin" being a generic term for a coin subjected to some kind of mechanical wearing down or grinding).
"Someone" says it's a nickel planchet? "Someone" is wrong.
