I got this back in change earlier today. Is it worth sending in to be graded?

It's just a circulated 1984 dime with glue on it.

It doesnt have anything on it. Thats a die break of somekind. Yall dont see that?
Doesn't look like a die break in your photos, but some of those photos are fuzzy and out of focus. Looks like some clear substance, glue, or clear nail polish, something like that. Soak it in acetone for a day, if it still looks the same and the area close to the rim is not soft then it might be worth talking about.

Some advice: if you love varieties and errors, you are going to have to buy them retail.
If you love the thrill of the hunt, try getting coin boxes from the bank and searching for W quarters or silver half dollars. Or just fill up some Whitman folders for fun.
Looks like some sort of substance on the dime.
What it is or the cause of it doesn’t really matter as it could not
have happened when the coin was struck so by default it is PMD.
