1972 D Cent that weighs in at 3.580 grams

Could this coin be on a foreign planchet?
I know the coin has serious issues, the ring of death but even with that, would it be worth sending in to have it confirmed? assuming that 3.580 grams would not be in the realm of what a 1972 cent should weigh?
the picture with two coins on edge, one is a normal 1970 cent that weighs in at 3.067

Nothing of that composition, diameter and weight struck at Denver that year, so that makes it a rolled thick error.

Oh, so as I understand what you are saying, the Denver mint didn't mint for foreign a government that fits this coins weight in 1972, so by definition, it can't be a foreign planchet but a rolled thick error that sounds like it has no collectable value, thank you!
