The column spaces are above the column designs in 1973. An actual modification, apart from the large FG.
This doubled column design sees an errant unused column space remaining. 1973.

You'll only find that reverse on 1973 coins. It was the first and only year of a revised striking, expected to last for a few more years.
True. The Mint made Gasparro shrink the FG for 1974.
