Is this an 8 or a 9?

Came across this lovely lowball and the seller is claiming it a 79, but the wear is so great, I cant determine if its a 79 or a 78. More experienced eyes, what year do you think this? And what leads you to determine its a 9 or 8?

    Look at the nearby 8.

    Reverse of 79, the reverse arrow feathers should tell you even if less of the 9 was showing.

    79, compare the the oval inside the top of the 2nd digit (8) to the oval in the top of the last one, very obvious difference in the shape/size.
