The line in O in OF/ is raised? Or a scrape?

    Appears to be PMD but could also be a small strike thru.

    It does look like a struck thru coin ans a little PMD too. The extra metal on the "O" and the small possible cud at the the top left of the shield is interesting . Possibly a minor error coin IMO. Hopefully other with better knowledge can give you a better thought.
