Environmental damage of some sort. Looks cleaned and retoned.
LIBERTY is incuse in those photos.
And the color in the photos is likely drastically different than what it looks like in hand. Like others have said, it looks polished, so the color in the photos might actually be a reflection of the photographers fingers, to a degree.
That's not even the first reverse (8 tail feathers). It's a normal silver dollar that was in nice condition before someone decided to ruin it and clean it. At least it's still 3/4 of an ounce of silver.
