Is this REALLY full steps?

Browsing an upcoming auction and came across this coin with a PCGS Full Steps designation. I’m not an expert in Jeffersons by any means (I only own a single type set example), but this seems very far from FS. I consulted PCGS’ own grading photos and cannot see how it earned FS. Thoughts?

    Could be a bad angle in the slab, but also looks like some merging going on under the middle columns. I say no from the pic provided.

    Reverse of '38 are not as pronounced as reverse of '40. If the grading service said so, it is ... angle and lighting makes it difficult to determine from pictures.

    Photos is a TrueView, so was not taken while the coin was in a slab.

    Yes it looks to be full steps. It is the reverse of 38 design, which had softer details.

    If not for the tick on the steps between columns 2 and 3, I would say yes for this reverse of 38 example. That interruption of the 5th step would preclude me from owning this coin as a full step example.

    That is full steps for the type 1 (1938) steps.

    R.38 coins step detail is graded differently than R.40 coins which are graded differently when struck after 1989. add to this confusing mix is the fact that PCGS and NGC have different requirements for what constitutes Full Steps: i.e. how many steps are required.

    if you have only a passing interest in this series, Jefferson Nickels, you probably aren't qualified to assess the step detail, as evidenced by some replies thus far.
