    OldIndianNutCase there are many instances where you really want the graders to see the coin raw, without any preconceived bias or baseline grade to go on. For instance, you may have an AU53 coin which you actually grade AU58.
    It is extremely unlikely that it would grade 58 on a regrade. As a raw coin, in the right package (maybe with a few MS 62-63
    coins) it has a better shot at the desired grade of 58. Or even as a raw coin submitted by itself. The important part to understand is that the desired grade (a 58 in this example) is based on the submitter's expertise and not some random
    act or guess.

    I cracked out a lot of coins. Biggest mistake were some $20 gold coins I dipped in ms70. Coins were flashy but the graders could see them a mile away as dipped. The ms graded coins came back as AU58.

    Others that were just cracked for new grading were generally good. Some old holder PCGS coins in XF45-50 came back at the competitor as AU58. One old rattler PCGS coin I had had light hairlines, MS63. First time at NGC Unc. cleaned; a couple months on the windowsill with full sun and it came back MS64.

    I had an old holder ICG Bust half, an 1828 in a 64 holder that kept coming back as a 63. I finally gave up on it though it was super original. I have had surprising grades and regrades from other services; if the coin has exceptional features it is possible you could get an impressive grade.
