Not rust, as there wouldn't be iron in the alloy. I'd call that "crud". Something on the surface, hopefully not reacting with the metal underneath.
Are the 2 first ones restrikes?

Is it only coins that have the mint mark of MO that can be restrikes?

Restrikes only in 1898. No other year.
And are they only the ones with the MO AM mint mark? I asked about the 1901 since 1 has the O above the M and the other equal side by side.

All have an Mo but the only restrike are 98
The only restrikes were dated 1898 (restruck in 1949); originals have the top of the 'O' approximately flush with the top of the 'M', and on the restrikes the 'O' is significantly higher. However, this same high placement is present on original strikes of later-dated issues.
Thanks so other dates can have the letter O placed differently like the 1901's I posted above?

I consider the restrike to be part of the series. Just my opinion.
If they are restrikes, I think that NGC would note it.
The 1949 Mexico peso restrikes have an interesting history.
