Ebay seller Question

So I haven't sold on ebay in about a year, although I've purchased a few things. Last time I sold something I think they told me my monthly limit was $10k in sales.

Today when I log in and go to list a ~2k item, I get denied and I see this:

Ebay is apparently telling me that I can only list something under $10 this month? How can that be right?
