1940 wheat penny mint error? Ur thoughts plse

If this posted more then once I do apologise for the inconveniences of double posting... Ok so I got this 1940 wheat penny. Looks like planchet was damaged when struck. Or some one with allot of time and patience carved it out. It has some kind of gaulge . But didn't look too be from circulation cause the print"liberty" and"in" are still ledgeable.
What is ur thoughts on it.
1. Is it a mint error coin?
2. Does it hold any value to it other then face?

    Thank u for ur time and valued opinion JBK .. No sir I did not clean it . The penny was handed to me as change at a local had station. The fact that it was brighter then the other Penny's in my pocket is what caught my attention to take a closer look. Is that a bad thing? Does it effect the value of the penny if any other then face value?

    Looks like a delamination with a stiff cleaning.
