Which coin would you use for your set?

I have 2 coins that will fit the Apollo set that I have. Both are rated the same, so it doesn’t matter, for rating purposes, which I have in the set.
The difference is that one is a FDOI but has a different label than the rest of the collection and has a pop of 276. The other is not labeled as a FDOI, but the label matches the others and has a pop of 28.
Which would you use for that album? The FDOI with the different label and higher pop or the one with the matching label and lower pop? I assume the latter?
