How come there isn't a mint error for the 1943 steel cents with the weak or no 4 in the date?

Well, it is and error, just very minor and not really collected.
The reason it's not listed(I assume that's what you mean) is that it isn't a die variety but a grease filled digit.Collector, occasional seller

Minor error that happens a lot. Grease filled dies. Dies were, maybe still are, stored on shelves covered with grease so they don't rust (lots of rusted die varieties out there anyway). When put into use they just wiped the grease off and of course they weren't real careful and thus some grease was left on the die and this is what causes issues like yours.

Missing digits due to filled dies doesn't seem to unusual on 1943 Steel Cents. I have one that's missing the 4 and have seen a number of different examples on forums like this over the years

How come its always the 4 i see missing?
Probably the result of one die.
Some '3's are weak, but not fully missing
like those disappearing '4's!
