I tried to bid on an eBay item this morning and received that message.
The item is one that ended last week, I was the under-bidder. The seller relisted it and I received an e-mail alerting me to that so I went and placed the same bid amount as before. When I attempted to confirm my bid I was apparently blocked. This is a seller I don't recall ever buying/bidding with before and I never received a "second chance" offer as though the winning bidder had reneged on the sale.
I thought I would seek an explanation from those who are eBay veterans. Ever had this happen?? Have I been blocked?? Any explanation??

As a seller it's hard to imagine a scenario where I'd block an underbidder outside of a specific action happening (ie, the underbidder sends me a rude/concerning email). Did you receive any unpaid item strikes between your bids? Many sellers have automatic blocks on bidders with a certain number of strikes.
Given that you were able to bid successfully a week ago, I'd probably try the bid again in a day, and if it still doesn't work, you can always email the seller. I rarely let buyers know why I block them, but on rare occasion I've gotten a note from a bidder who seemingly wasn't blocked saying they couldn't bid. Best I could do is ask about unpaid item strikes and put them on my blocked bidder bypass list (which lets someone blocked bid anyone--usually a way around the unpaid item auto block) to see if it helps, but if the problem persists, it's an eBay issue of some kind. eBay doesn't give sellers enough visibility on what's going on to know the specifics--we can't look up how many unpaid strikes someone has or if something in the system flagged them (for whatever reason) and prevented their bids from going through.
I am not an eBay veteran, by any means, but it happened to me a few days ago, for the first time. I was trying to "make an offer" and got that message. I went ahead and hit "contact seller" and sent them a message, since we hadn't ever had contact before. I got a less-than-polite response, but they did get back to me. Good luck.
Either blocked or the seller limits bids/offers under a certain feedback score to so many offers in any given time frame.
I would contact them and see what is up.

My guess is the winning bidder was a shill and the seller didn't want you involved in playing this game a second time.

As a bidder, I've been blocked from several sellers. Usually for asking a question, or pointing out a fake to them, lol. I try to help some sellers that I repeat buy from by pointing out (politely) if they are selling a fake, but sometimes they just block me instead of taking the advice. Oh well, no biggie.
The seller sees you as a potential problem. It may be that he perceives you know too much about what is being sold.
I've had absolutely no problems.

since I have no prior contact with the seller, 100% feedback and nothing ever unpaid it seems most logical that the seller wants me out of the way. strangely, I had bid on the item past the price guides, so it seems the seller just might want more for the item, and they see someone else(that they can "shill" higher) as being their best hope for that.
some ebay sellers try the impossible of avoiding problem ebay buyers.

Seller may have looked at your feedback left for others, if you have left negative or neutral feedback that may be the reason.
Some good answers here. I will add that a seller can block bidders who have shipping addresses such as PO Box, Military bases, Alaska, Hawaii, etc. Perhaps this relisting was done with these restrictions and was not done on the first listing. I agree it is best to contact the seller and explain your situation
I strongly discourage this rush to judgement against the seller. Why should the seller be punished before we know the real reason?

to identify the seller is not a rush judgement, just a warning to be aware as everyone can just be aware without doing anything or falling in to his play. on the other hand, the seller has no obligation to offer anything to the runner up.
However, knowledge is always good.
The seller might have seen your thread with the cape on and didn’t like it.
I know some coin dealers pass around "lists" of blocked bidders. If you irritated one dealer, it could be your name got added to a list that was passed around and added to other dealers' lists without them even knowing you are not a problem bidder.
When I got the message I'm very certain it was system generated for whatever reason. It let me make an offer, autorejected it, and when I went to make a higher offer I got the message. I would imagine it's more of a setting issue (at least in my case) than a personal one. Can't speak for the OP, since you had bid on that exact item before, but based on the fact that my offers were minutes apart, and it took him until the next morning to get back to me, I think it was an autoflag for some reason (and I've never given or received negative feedback, though I don't have much).
One time I got a message that blocked me from bidding and it was because I was already an active bidder on several other auctions. There is some kind of setting where the buyer can limit the number of auctions you can bid on at one time.
lot's of suggestions so far but none that match anything about my activity as eBay. the "shill" scenario is still most likely, but I will watch the auction and see what happens.
Not that it's right, but years ago some respected posters would put up a list of all their blocked bidders. Some figured it was a good list to copy and paste onto their blocked bidder list.
Pertaining to the case in point, seller may be a member here and disliked something you recently posted, and blocked you.
I had the same message on a BIN last week. I clicked off the item and then clicked back and was then able to purchase the item on the second try.

I got blocked once by a seller I had previously bought from with no issues at all. I messaged him and he said he had no idea why he blocked me but it must have been for some good reason and he wouldn't unblock me.
No problem. I spent my money elsewhere.

I am blocked by two different sellers whom I tried to politely inform were selling 1922-D cents from which the mint marks had been removed. I am the current expert on the die varieties of these, and I could have proved that these were dies that never struck a "No D." They did not care.
Don't be naive. You were telling them what they already knew. In fact, they were probably the ones who removed the mintmarks.

I guess I'm more of a cynic than you. I guess there's a very small possibility that they didn't know their coins were fake but their reactions to your help say otherwise.
In the early 1980's before slabbing became popular, I was putting together an 11 piece set of classic commemorative gold coins. I stopped by a local coin shop and asked the dealer if he had any commemorative gold coins. He tried to sell me a 1922 Grant gold dollar that was a well documented counterfeit. I told him I wasn't in the market for counterfeits. He took the coin back without any surprise on his face. I'm convinced by his emotionless demeaner that he already knew it was a fake. It's funny that he had a copy of the Swiatek-Breen US Commemorative Coin book which featured this fake coin including pictures sitting on his book shelf.

The 1922 "no D" is a coin that nobody should buy imo. I wish the album and folder makers had never made an opening for 1922 "no D." It's an abomination. Kudos to you for your work in this area notwithstanding my opinion.

I have tried to be the "information" guy a couple of times by letting someone know about a discrepancy in their listing, and I have been "blocked" by at least one seller. I normally keep my opinions to myself...at least I try to on ebay.

This happened to me, and when I inquired as to why, the seller informed me it was because I had left a bad Detailed Seller Rating (the 5 star questions that are important to power sellers) over three years ago (far back as I can search on eBay). I didn’t remember the seller, nor the coins, nor the ratings. He had been waiting though, and was tickled to block me. It only happened once and I have survived just fine.
If we were all the same, the world would be an incredibly boring place.

I blocked a really nice fellow one time. ( a repeat buyer, in fact). Later he tried to buy again and told me he was blocked. I recall the transaction which warranted my decision. He purchased ( in auction) a mint set with a torn outer envelope. I did not disclose the tear ( which does not affect coins or cellophane) and he used the return privilege because he "can not resell it like that". He won the auction and the item was less than $10 including shipping. I've blocked many for such things. eBay forgot the rules about auctions. Not me.
I feel for underbidders because of folks "like that".
My advice is forget about it and move on to the next. (That is, if you've contacted seller to address )

perhaps the reasoning was because I never, never leave feedback and, yes, I have moved on from the auction, the coin and the seller.

I seldom leave feedback because I feel that the whole Feedback concept was made worthless when they stopped letting sellers leave feedback on buyers.
The feedback system was even more worthless when sellers could leave negative feedback for buyers since the sellers would practice what was then called "feedback extortion". Sellers wouldn't leave feedback until after the buyer left feedback. If a buyer left a well deserved neg for a bad seller, the seller would leave a "retaliatory negative" for the buyer even if the buyer didn't deserve it. It got to the point where the bad sellers never got negs. The feedback system then became totally worthless. There's a simple change that eBay could make that would make it fair to both the seller and the buyer. Keep feedback hidden until both the buyer and seller leave feedback. If one party leaves feedback and the other party doesn't after one week, reveal the feedback of the party that left it and block the party that didn't leave feedback from leaving it.

Since SOME sellers MIGHT practice... is more like it. It was hardly a widespread phenomenon.
Anyway, for anyone worried about a retaliatory negative, all that was necessary was to check the feedback the seller left for for others before bidding and if he made a habit of leaving that kind of feedback, refusing to bid. Problem solved.
Except buyers were too lazy to go to all that trouble and instead, preferred to complain about something they could have easily avoided.
Why don't you leave feedback?
I pay almost without exception within a few hours of an auction's close and don't hassle sellers over trivial things. I see no need for a silly "atta boy" system.
I like Ebay buyers to leave feedback because it lets me know they received the item(s).

never, I just check their number. to date, after 20+ years, I haven't had a bad transaction.
