Will pcgs crack a coin out of a proof set so no risk of Artificialtoning???

As stated, cause this may be worth grading!

    I don't think so. Perhaps on an exception basis? From the submission guidelines --

    House your coins individually in 2 ½" x 2 ½" mylar flips (we do not accept acrylic snap cases or cardboard and stapled coin holders).

    Could it be gassed and one coin tone like that? (No experience with gassing)
    Having the whole package could help authenticate since the others aren’t toned like that...maybe?

    With that said, how would PCGS know that item hadn’t been tampered with and deceptively resealed?

    1970-S Proof cents are somewhat common with this symmetrical toning. At least there are plenty for sale on eBay that look just like this one- all in PCGS holders.
