Another die post

Interesting coin I picked up. Not sure if this is a worn dies thing or something else but the flat white areas look weakly struck and then the other areas are mirrored. What causes this? Ive seen some morgans with this effect.

    Why did you buy that dog of a coin? Common date and extremely poor eye appeal. Mirrored surfaces, if there are any just make it look even worse.

    Just wanted to look at it under the loupe to learn some die characteristics.

    I've seen puttied gold coins that had that milky white surface after the putty turned in the holder. Could this coin be puttied?
