this most recent part of the discussion is why I so ignorantly stated that without seeing the entire coin, as pictured in the OP, it is quite difficult to make the Cameo/non-Cameo distinction. clearly, the coin in the OP wouldn't be designated Deep Cameo although if the rest of the coin, not pictured, were fully and deeply frosted I believe it would get a Cameo designation.

In the future, I’m going to try to resist the temptation to opine, based on one-sided or otherwise incomplete images. Ditto for out of focus or poor quality ones.

Should it be a cameo? No because of the frost breaks; however, on a coin like this, no one is going to put much effort into it as anything less than DCAM is inferior and will trade for only a nominal premium over face. As such, I would not be surprised to see it in a cameo holder.
THAT's TWO problems.
Many collectors collect these coins. Their effort to collect should be appreciated although many never heard of CAM or DCAM.
There is that value thing again...the coin is worth very little so who cares how it is graded. I constantly need to remind knowledgeable professionals that all those decades old SE graded 70 when they were only worth a few bucks over spot are now very EXPENSIVE to replace. I wish a coin's grade did not depend on its value.

I agree.
It would be more than likely in a DCAM holder, I think.
I’m a newbie at coins and I wouldn’t think so. Too much highlight.. there isn’t enough frosty for being cameo. Just my opinion! Don’t take it offensive. Merryxmas!

It's amazing to me that you have a more knowledgeable opinion than many folks here who are experienced numismatists!
