US Mail delivery , without being package scanned

Bought a coin on ebay .. package was sent , got as far as the distribution center .. the tracking updates showed coin still there for 7 days ...opened a no delivery, with ebay ... still no package, got refund from seller.. 4 days later the package was delivered , but not showed as delivered on tracking . the package showed some damage... tape covered the damaged tracking label , ..

I assume that if the contents was undamaged you paid the seller again.
A damaged label is a good reason for them to not scan it.

Has happened to me. As long as the contents are present and undamaged I am good to go.
If it was insured, the seller should have already been paid. Should he be paid twice?

Besides the fact 4 days is too soon (and too fast) to file an insurance claim through the PO, the buyer shouldn't use the seller's insurance to determine whether or not to pay for an item received.

The "right thing" is to pay someone, but whom?
If the seller was made whole by an insurance company or eBay then he is all set. if you can get the payoff reversed, then you can pay the seller again and everyone is made whole. But if the party that covered the loss doesn't want to revisit a closed case (which is very likely) then who should get the windfall?
My first inclination is to "do the right thing", but sometimes that can be a challenge.
Many years ago I had ordered a set of six leatherbound books that showed up as one volume every few weeks. One was damaged, so the company sent me a full replacement set. I started sending back the individual volumes one by one in their original packaging, but the returns department was crediting me the cost of each book as it was returned. At that rate, I would have ended up with a free set, so I stopped returning the ones from the damaged set so that I would still have paid for something.
Doing the right thing is not always easy.
Last week I had a buyer notify me that she had not received my shipment even though the tracking says "Delivered..placed in/at mailbox" 6 days prior.... 6 x 9 padded envelope so should have fit in the box.
I told her to notify her local Post Office and have them check it out. Not much I could do...
That's easy. Pay the seller. It's his responsibility to deal with any insurance issues.
It happens fairly often. Just today I received a package that has been showing USPS in possession of item for 8 days at initial drop-off location, no other updates and suddenly it's here in my box.
Have another that was delivered back on the 23rd but still shows out for delivery.
Why pay the seller? The coins are no longer his. He received payment for them. Title no longer rests with him. He is not due anything.

If the seller refunded the buyer, then no- he has not been paid.
If it was insured, the seller has probably not been paid and probably won't be if the package was delivered.

Yes, you are correct if that is the current status. Pay up ASAP if the seller refunded. (Tracking or scan is irrelevant if it was received.)
I was going by a reference to an insurance payout in a later post, but if the seller refunded the $ then he should be paid again. Not sure how that works in eBay or PP if the auction was refunded, but work it out somehow.
I had a similar case on a shipment to Germany. It had not arrived. I made a refund when my inquiry yielded no results. Then, they did find the package in customs and deliver it. I invoiced the buyer with a discounted payment and he paid me.

Exactly. Buyers have made it clear they don't want to be responsible for insurance and eBay agrees. That being the case, dealing with the insurance company is the seller's job.
When I have refunded buyers in the past, the item status showed as "Not Paid" on eBay. The seller should be able to re-invoice the buyer or the buyer could re-send the payment.
I had a situation once where I ordered a banknote from Slovakia. He warned me the mail to the US was slow, and I waited as long as I could without losing the ability to file a claim through eBay. When the claim deadline was upon me and the item still had not arrived, I felt I had to at least file the claim to preserve my rights.
The seller immediately refunded me, and also blocked me as a bidder. A few weeks later when the package arrived I had no way to contact him to arrange payment as I was blocked. Also, by then the auction had dropped off my eBay purchases list, so there was nothing I could do.
It was only $10 or so, but I would still pay him to this day if I had any way to do it.
Yes... sent the ebay refund back to seller.... he was surprised didn' t occur to me to ask if he got money from insurance carrier .. . it is a nice GSA dollar …
the usps web sight hasn't updated for at least 15 hours now, had 2 packages get delivered this morning, last scan was at 3 40 am which states arriving late
And the seller gets gigged on his "performance" as late shipping, even though he had it scanned same day it sells.
Happens to me often, as a seller. And all I can say is ebay and usps suck, sometimes.

Claims don't get processed THAT fast. If it was paid then the insurer is entitled to a refund or the coin.
Because the seller refunded his money so the right thing to do is to repay the seller. Re-read the OP.

if the item is below 100 dollars, I don't sweat the problems with the post office. i just notify the seller to check into why the package has been sitting at a certain location so long. i just bought something on e bay just 8 days ago and paid right away, they waited a full week just to ship it
If a coin or other item arrives after an insurer pays the claim then technically it belongs to them. I don't know if the USPS would catch that a claim was paid, tho the tracking number should show that. I'd check with my postmaster. As far as eBay or PP I suppose one could always try to call and even if it goes nowhere at least you now that you tried. OTOH neither seems to care if a scammer scams you out of your coin and/or money so maybe turnabout is fair play.
