Looks like machine/mechanical doubling.
Doubled die coins have the part of the design that is doubled the same or very close to the same height above the surface. Note that the "extra design" on your coin is actually a lower level shelf.
so that means it might have bounced and struck again?
No, that means as the dies were moving away from the struck coin and the feed fingers were pushing it off the press the coin was pushed against part of the die before it had cleared. This is extremely common.
ok, got it. so if it's a duplicate outline but lower like a shelf of metal it's machine doubling .
......with his new-found knowledge, White Beard sets off again in search of that human error stuff.
My own advice is that you should only be scrutinizing dates/mintmatks with known doubled dies. If you look at everything you will run into MD all the time.
