As others have said, It's a plating blister. Not uncommon to find on the copper plated zinc cents made since 1982. You'll see a lot more on cents from the 80's. Hope this helps
i found out that under the microscope camera, that this may be a lamination, because it has metal attached to the surface forming a question mark.. from what i read, some break off and leave a hole or impression.

Could be a die scratch but most likely a bubble in the zinc plating.
Me thinks gas bubble if the surface is raised. Common flaw in clad copper. Peace Roy
