I've gotten these notices at times using free wifi...specifically at McD's. I think it's just a built in, canned response, for whatever reason...I just turn off the wifi, and am able to access forum, wherever, etc.
Edit to add: Nope, I just checked too, and get similar response. Weird.

I think that means their certificate is expired and they need to update it.
or, it's been hijacked, but I think it's just out of date.
