Need some advice on how to handle a little bit shady ebay seller

I am not sure whether to just let this whole thing go, ask for a refund, or other.
I bought a pcgs slabbed modern MS68RB Lincoln with some color on ebay over a month ago. it was only $14 + $3 shipping which i paid promptly. After about a week i noticed the seller had acquired a tracking number, however the USPS never acknowledged receipt. Meanwhile another 3 weeks go by, with no update, so i contacted the seller on ebay asking what the problem might be. The seller took 3 days to get back to me, but eventually told me that he thinks his "front desk" stole the packages. So he will be pursuing that with law enforcement. Since I would rather have the item than a refund I thought I would give it more time. Another 2 weeks go by with no word. So I contacted the seller again ... it's been 2 days and no response. Luckily we are only talking about $17 and not $1700, but it annoys me -- not so much that the item was lost, but that the seller is so unresponsive. So what should I do, just say nothing and hope it works out, try to get my $17 back, other? Thanks for any advice. Seems odd that a scammer would acquire a tracking number but never mail. Yet, he's also extremely unresponsive, leaving me in the dark for weeks on end.

I would for sure file a claim on ebay. He owes you the money or the coin. Do it before it's too late.
I'd as a minimum notify eBay about this.....yes it's not much to you, but he may have a number of these going affecting a lot more people.
Also, did you use PayPal? If you did I would inform them also.

So another question. On the "Return Item" pull down menu ... there is no option for "Item never sent" ... where do i find that?

why on earth would he have the front desk mail them? too lazy to go to the post office himself? I don't believe that story anyway
Open item not received claim, ebay will refund you.
I am kind of guessing now that the seller was just stringing me along until his return period lapsed. However ebay stll has a return period. Luckily we are only talking about $17

You’d think the seller would be apologetic and automatically do a refund in the first place.
Submit a claim.
Has scam written all over it. Report it and you might just save some unsuspecting trusting people some money. Good thinking putting it out there. Can’t stand thieves and liars.

This is what I bought by the way. only $14. not a huge deal. I do wonder if perhaps the seller thinks it fired off for too little so he wants to resell it, which is why all the stories started flying?

Politely ask for a refund and if he finds to let you know and you'll repay so he can ship.

Likely that's what happened.
I'd be slightly pissed; if that's the one you would have received you could have made some money.
He probably knows that and thought he'd eat the postage and play the "it got lost" card.
I am assuming this was an auction.
That's a rare grade for a modern Lincoln.
As a seller I have never done this.
If you decide to let your hoo-hah dangle in the wind, you had best be ready for a hurricane force blast, because with eBay auctions you never know.....but typically you get slaughtered.
That's a pop 1 coin....top pop in RB.
