Yes you can combine items in your cart, but the max total discount is $100.
I really don't shop on eBay much anymore. Now that they are charging me 8% sales tax on coins that are exempt from sales tax in my state. It's total BS!! This coupon only equates to a 7% savings after sales tax.
Something that confuses me about the ebucks.if eBay is basically subsidizing sales with ebucks, what difference does it make what categories people buy from?
If increasing sales is the goal, why “handicap sales” by excluding coins and bullion?

Because the subsidy is much steeper in that category. The FVF aren't the same in all categories. For example, little old me pays 5.5% in coins but 9% in collectibles. And someone like Apmex probably pays like 1% in bullion.
I know there is a math formula to discover what the price is for something that 15% total = $100
But I cannot recall what it is, so I did it the hard way and found (rounded) a $667 purchase will net $100 off with 15% discount.
