The pictures are quite blurry, so it is hard to confirm. But I have a feeling that you are seeing some sort of "doubling" in those words. Either machine doubling, or minor misaligned die.
Heres a thought! Why dont you read and reread your numerous posts on the subject. Have you ever read the articles by JT Stanton on doubling? That should well not sure about that explain it so you should have no doubt.

Extreme die wear/deterioration. You've seen lots of this by now.

I agree with others that this looks like die wear. Also note that mechanical doubling will look a lot like an actual doubled die on incuse lettering.
