Problem sending "Signature Required" Express Mail

Received this message from the PNG, sent to all members:
Members,
One of your fellow PNG members has reported a glitch when shipping via U.S. Postal Service Express Mail. When checking the "signature required" box, the software is apparently actually waiving the signature requirement. Please be aware of this potential issue.

I don't know what exactly is happening, but when sending anything by express mail, make sure you check the "signature required" box firmly, and keep your copy, The insurance companies require this.
I believe he is talking about buying online. The few times I used express mail I was never been able to get signature required when buying online.
My insurance requires signature on Express Mail. I check the signature box with a "heavy X" and then highlight the area with a yellow highlighter. I try to always check the last copy to make sure the X came through, and have the post office highlight the X on the last copy in yellow also. I've been going to same post office for over 30 years and they know me and have had no problems doing this.

I've seen this problem since they started the new system; apparently the usps wants to make it harder to get a signature, since regular priority costs extra money. Maybe their carriers were complaining about the extra work.
