Help in Identifying card

Please help me in identifying this card. The only info I can find is (1) 1931 ?? (2) 6 cards in Set (3) Anonymous maker. Any help is greatly appreciated.

Actual size 3" by 4" on cardstock. Found out, so far, comic card used for the Philadelphia Ledger Syndicate Newspaper around 1931. Set of 6 in the "In the Rough" series.

Found out some info that seems correct. 1931 Philadelphia Ledger Syndicate Newspaper. Artists drew these comics and then they were used in the newspaper. Trying to find more info.
