Best to do that on a selling account where you don't buy on, as mis categorizing can get you bounced from future Bucks promotions.
The collectibles category has a higher fee for those with a store, but there are some (like stamps) where the fee is the same.
Also, some non-store accounts recently received a $10 fee cap for any category.

I never get buyer promos but I do get seller promos. Not sure why I'm a very small timer with only 600 feedback since 2006 ( only 223 as a seller). This latest is for $10 max. Seller fee and good for good until cancelled auctions. If I sell a $7000 coin in a year from now under a listing started during the promo still 10 bucks, I called to make sure. Much better than any buyer promo IMO.
How does one see if they have any seller promos? Last one I used I found by accident.

Nope, very few listed in jewelry and looks like the sellers know about the 10% coupon so they add an additional 20-30% to the buy it now price. lol
