I’m going to say PSA 6
From the scan it looks like a 6 to me. I would send it in Express (8 Day) $50.
What’s going on near the upper right corner? It looks like an indentation.
Think there might be a pinhole left hand side even with the Cubs logo on the hat? If not and if the top right is a scratch on the case and not an indentation I think it gets a 6.

Lots of OC/MCs out there on 54 Banks and yours is much better than many. Top right is concerning, and I would hesitate to guess a grade without seeing the back, which can also be OC. But this card is screaming to be sent to PSA.
As for service level, whenever I'm between two, I go with the lower. If they dont like that, they'll call you and get your approval to charge the higher rate

I'll have to take a picture, I think the scanner added that artifact at the top right (and back), as I can't see anything with my eyes.

I think it would grade no lower than a 4 and possibly as high as a 5.
