Why is this 1856 flyer a VG 10 and not a PF 10?

There is a wealth of information (although a bit confusing) when you use the search feature here for "1856 Flying Eagle Proof and BS Diagnostics", some say they were proofs that were hastily made in the latter part of production, But there way to much to list here, a search will keep ya busy for quite a few hours.

Proofs were struck after 1856 (probably 1858) for sale to collectors who had seen the value of the original Mint State examples rise in value to the then-astounding price of $2. Them auction prices sank to 25C in 1859, so that is probably what the mint charged collectors for them.

    Thanks guys.....
It always seemed that I never saw mint state examples for sale. I guess I figured they were 'proof only'.....
