Does Anyone Recognize Her? FLHVMI...

Hello Everyone,
I thought at first glance that this was a coin of Helena (seeing the FLH...) but it apparently is not. As near as I can make out, the obverse legend begins FLHVM... and ends ...AVG; the reverse legend is, maybe SPES REIP / VBLICAE. Helena never apparently had this type of hairdo. Any help identifying the young lady would be greatly appreciated

I thought of her as well, but no coins like this AE-3 were struck for her, and her legend never ends in ...AVG. I tried to scan it but it looked worse; I'll try something else

As in the links, the obv legend is FLAV MAX FAVSTA AVG.
Lettering was crude, and A often looks like H.
